Estonia’s Consumer Protection and Technical Regulatory Authority (CPTRA) has launched the superficies licence proceedings and environmental impact assessment (EIA) for a proposed floating offshore wind farm by Oxan Energy. The project site is located around 60 kilometres west of the island of Saaremaa.
Oxan Energy, which won the auction for the Saare 1 sea area in January, plans to install up to 60 wind turbines with a combined capacity of up to 900 MW, along with up to three offshore substations. The 88 km² site lies within a designated innovation area identified in Estonia’s maritime spatial plan as suitable for offshore wind development.
With the proceedings initiated, Oxan Energy must now prepare an EIA programme for submission within 18 months. The full EIA report must follow within 24 months of the programme’s approval. Once the report is approved, a superficies licence may be granted, allowing the company to begin the permitting and design stages leading to construction.
